The legislature finds that the state has a compelling interest in affording the victims of hate crime offenses, and other crimes motivated by bigotry and bias, the broadest possible protection. The legislature also finds that the state's ability to protect its citizens is enhanced by collecting information about the number and nature of these crimes. The legislature also finds that it is the intent of the legislature to protect the public from crimes of this nature.
